Many people purchased land as an investment, prior to Metro coming into
being. They felt they should be allowed to develop the land as they saw
fit. Land use laws were put into place preventing them from doing so.
Measure 37 is supposed to provide for those people by being compensated for
lost revenue on land that cannot be developed, or allow them to move forward
with development, if they meet certain criteria.
