Steven,

When doing story problems remember to include the units, otherwise  
you mix apples and oranges.

1 family per 50 people isn't 2% unless each family is only 1 person.   
The couple of applications I saw had two or four people in the  
families, so I am guessing that 2.5 people/family is a reasonable  
minimum for average family size.  Which is why I said "that appears  
to be about ...".
