I agree that Measure 37 won't be the end of the issue.  We still have  
public land use planning.

You have already identified a push to make the development rights  
transferable.

If they cannot get it by a court decision, I can imagine a ballot  
measure to "equalize" the land use program by making Measure 37  
compensation available to all properties that want to build any  
restricted category no matter when the property was purchased.

Perhaps a measure to "take the politics out of land use" by reducing  
public notice and input.

Or a technical "correction" that reverses the burden of proof and  
makes all applications "approved" until they are "proved" to be  
deficient.

I could imagine a push to remove all charges for off site  
improvements which would eliminate all Systems Development Charges  
and hook-up fees.

Maybe a measure to require that Planning functions benefit the public  
and cannot be charged to developers.

Or we could see one that really addresses "takings" by paying all  
delay related costs starting at the day that the application is  
submitted and ending when the public review is complete and a final  
permit is issued.

Any one of these could have a rational sounding argument made in its  
favor.  If they were all adopted, we wouldn't have a public land use  
program.  We might have facilities planning or capacity planning,  
subject to public funding.
