Of course I have my personal suggestions for the City's future.
Calculate the timing requirements for all streets crossing the TV
Highway between Dairy Creek and Dilley. Determine which
intersections could receive traffic signals that CAN be timed to keep
traffic flowing and which intersections CANNOT be timed to traffic.
Intentionally plan the whole route for smooth flow even with the
impact of all possible lights.
Time the lights at Hawthorn, Mountainview, and 4th in Cornelius to
feed traffic to match the red/green progression of the light at TV
Highway/Hwy 47.
Calculate the timing requirements for all streets crossing the
Highway 47 truck route from Dilley past the proposed David Hill Road
intersection. Intentionally plan the whole route for smooth flow
even with the impact of all possible lights. Include consideration
of Oak/Porter, Laurel, and Hawthorne Streets.
Address the trucks that run the light at TV Highway and Highway 47 by
timing the North-South traffic to arrive only during the green
light. This requires one or more lights at intersections like 19th,
Poplar, 22nd, and Martin that will punctuate the flow with gaps timed
to the red lights.
Simplify the traffic issues at TV Highway and Highway 47 by extending
the couplet from Safeway East at least to Hwy 47. I actually suggest
taking the couplet all the way to Mountainview Lane as a real solution.
Address the traffic problems at B Street and 19th Avenue by pushing
the couplet West to E Street. Address the traffic problem this would
create at E Street and Pacific Avenue with a traffic circle.
As the area South of Pacific Avenue and West of E Street develops it
will generate traffic that will pass Tom McCall. Consider extending
19th all the way to Richey Road Bridge.
Plan for the traffic flow at the Gales Creek/Thatcher Road
intersection. Include consideration of the traffic flow coming from
Willamina Ave and Bonnie Lane.
The School District is concerned with traffic on Hartford Avenue
North of the High School if it is extended to the developments West
of the school. Collect and review the data on raised intersections
as a solution rather than pushing that traffic off onto other streets,
Collect and review information on raised intersections and raised
crosswalks together with information on curb extensions to reduce
pedestrian crossing times and improve vehicle compliance with yield
to people in crosswalk requirements.
Collect and review information on the impact on road capacity caused
by various intersection signalization philosophies. Specifically
compare the impact on the capacity of TV Highway from demand metered
(random) lights, synchronized fixed cycle (timed) lights, and
synchronized flexible cycle (computerized) lights. From a cost-
benefit perspective, I believe that the timed lights are superior.
Review the various potential routes for a light rail to enter and
serve the city, together with connection sites with local transit.
Review potential routes for public transit serving the local community.
