That is because it is a for profit business. They hire workers, pay them
minimum wage, then charge the people that request workers a wage depending
upon the workers compensation class of the type of work. I have a feeling
they are shell companies with minimal physical and tangible assets that if
they run into problems, not a lot is lost.
I use them periodically, and they charge me $ 13.00 per hour, which includes
all SS, Medicare, WC etc. I imagine they pay minimum wage. I have got good
and bad workers from there. I have one on the crew now from there, and may
have to get another one as the fall rush seems to be on.
Centro Cultural is a community services organization.

It seems to be purely about employment. Centro is so much more. In fact, I
think that except for the Labor Pickup sign, Centro doesn't get involved.
I'm assuming a lot here, but the office in Forest Grove would probably get a
cut of what you end up paying the workers. I could be wrong though.
Nobody, as far as I know, protests in front of the office in Forest Grove.
