"Democratic Party" is the brand name of a recognized political  
organization, as such it is a noun phrase.  Intentionally  
misrepresenting the corporate name is a mind game.  I would guess  
that Rove wants to separate "spreading Democracy" from the  
"Democratic Party".

Is it wrong to change the name of a political opponent as a way to  
'dis' them?
