Once in motion, bureaucracies have incredible inertia. It's one of the many
weaknesses of the beast, I guess. 

The "Titanic" was nothing compared to a government bureaucracy that has made
a decision...

The hard part for me was that they picked THE location. But after it 
began to have issues, they did not consider going to an alternate 
location. Several were considered previous to the choice.
