Actually, there are at least two sizes. There used 
to be three. The 35 gal. size can be used for 
smaller loads as you say. The 60 gal. size is 
fixed, as far as I know.

Still, it's  strange. Living in old town I saw a 
LOT of trash bins but never
one smaller than the 60 gal we got. Not a one, and 
we used to walk the
neighborhood a lot, even on "la nuit du garbage" 
when all the cans were out.
Must have noted hundreds of cans over the years, 
all the same size.
