When Bush worn re-election he acted as if he had a mandate.  Even if  
we had the same election outcome, the negative votes from the Swift  
Boat campaign would have shown that Bush wasn't approved by more than  
50% of the electorate.  The lack of a mandate would have been more  
obvious.
