Yes it is forced upon people who don't want to pay for it.  I  
remember when the Federal government got involved in local school  
issues.  The white school board members sure didn't want to pay the  
cost of educating the students in the black schools of their  
districts to the same level as students in the white schools.

It was considered a waste to educate black students because it just  
made them "uppity".  They weren't going to get the management or  
leadership jobs, so they didn't need an advanced education.  And   
there was no concern that they would not be informed voters since  
they weren't going to get to vote anyway,.

Education is a tool for improvement, and the education process can be  
used as a weapon too.  I don't want to go back to that morass.

I accept that this does not serve as a justification for public  
education.  Private education has examples that show better solutions  
and show worse problems.
