Funny in a way that was probably not intended.
I was thinking that if it was a sunny day in 2008 there was the implication
that it was either spring, summer or fall and therefore before the November
2008 elections. The writer of the joke may have meant to say 2009 but it
left a big hole in the joke that could be interpreted to mean that Hillary
still could be president shortly after the guy keeps going up to the fence.
It also leaves the impression that the writer of the joke ignores important
details just like Bush himself.
