Not sure what you're saying here. Are you saying it's okay to slip in earmarks 
without congressional review in any bill, as long as it's not in an Iraq war 
appropriations bill, but it's not okay to insert and openly debate earmarks 
in the war appropriations bill? In the last session, the R's could slip in 
earmarks wherever they pleased, no need to wait for the Iraq bill.
