Two firefighters have already taken jobs in neighboring communities and 
their positions will not be filled.  While we won't have to 'lay off'

firefighters now, they self selected who would go, we still have two
fewer 
firefighters to cover emergency calls.

And if you look at the math closely you will find that we never pass 
anything with a majority of the registered voters, even in a
presidential 
election.  Last time only 86% of registered voters participated in the 
presidential election.  Thus  only 43% plus 1 was needed to pass
something. 
We accept that 43% plus 1 of registered voters was valid because we
accept 
that 86% of registered voters is a statistically valid subset to 
characterize the whole.
