That would take the fire insurance industry full circle.  The  
earliest private fire companies would be paid by the insurance  
companies when they were successful, and competing fire companies  
would battle for the right to fight the fire.  Unfortunately, private  
citizens might delay calling in the fire company if they were going  
to have to pay the bill them self, in the hope that they could put  
the fire out by them self, which usually made the problem worse than  
it needed to be.
