I can speak from personal experience, although it was 14 years ago, that the FGPD does NOT come out to the unincorporated area, at least not Dilley.
And they told me over the phone that it was because we do not pay city taxes.

It was midnight and we had someone prowling outside our home. It ended up he was a mental patient on a work release who had somehow strayed up to our house.
It took Washington County almost 3 hours to get to our home, they told me, at that time, that even under ideal conditions, weather, roads, etc, the soonest they could ever make it to our house would be 45 minutes.
I mentioned that the police department was only 10 minutes away but they said Forest Grove police will not come.
I did not believe that that could be true and so the next day I called the FGPD to find out for myself. They confirmed it. I even gave them the example of my family being attacked by a madman and they still told me that they would not come because I do not pay city taxes.
But I do also happen to know that the fire department will come out here.

adjacent to cities, including Forest Grove, who utilize city services 
(library, police, parks-including the aquatic center, roads...just to 
name a few) and don't pay city taxes. FGPD doesn't check, when 
responding to a call, to see if these folks are living in an 
unincorporated pocket. The pool doesn't check for proof of address 
when charging admittance and determining what fee to charge...usually 
leaving it up to citizens' honesty. Churches, schools and other not 
for profit entities within the city don't directly pay property taxes 
either, although they contribute to the vitality of the city in other 
ways. Citizens of Washington County who drive through town to shop, 
or to get to jobs in other areas, cause wear and tear on roads that 
they don't necessarily pay for.

So it does go both ways.
