Evil does not require a high intelligence.  Even a fool can be evil.   
A cadre of individuals intent on an evil agenda can be very effective  
in achieving their goals.  It may only require one or two people to  
lead them.   Remember, the members of the Administration were  
recruited into their positions based upon their skills, and they  
choose to follow the guiding principles of that cabal.  Bush may be  
an incompetent speaker, but he still has some skills in other areas.
