Hey, it's a win-win for President Bush. Sometimes he's too smart. 

His successor can take the blame for losing the "war" we never declared....

Gee, I guess it wasn't like Vietnam after all. It wasn't fought in jungles.

I don't know which is worse, Bush asking for the money or the sad response
that's deja vu all over again: "We've been fighting for America's priorities
while the president continues investing only in his failed war strategy -
and wants us to come up with another $200 billion and just sign off on it?"
said Senate Majority Leader Harry Reid, D-Nev. "President Bush should not
expect Congress to rubber stamp his latest supplemental request. We're not
going to do that."

The Democratically-controlled Congress has shown time and again they talk
tough but in the end acquiese to Bush.  The winning strategy for Bush
continues to be backing Democrats into the corner with his "You're not
supporting the troops like you say you are when you deny them the equipment
they need by cutting off funding."  Or maybe a better analogy is it's like a
game of chicken, where the Democrats know Bush will keep the troops in Iraq
while the Democrats stall and position around approving funding 'cause no
Democrat wants to be seen as holding back on funding for troops since we all
know Bush will NEVER withdraw them.  He will keep them there no matter what
and just keep piling blame on the Democrats for not supporthing them.  As
long as the troops are in Iraq, Bush holds the trump card . . . and both
sides know this.
