Nevertheless it's one of the best plans I've ever seen, David.
So why don't the people of the USA demand it?
I keep watching the candidates for a sign of a plan, but so far all I hear
are broad generalities and platitudes. I suspect that's because that's what
the candidate feels will "get by" alienating the fewest prospective voters.

We certainly have an obligation to the good people of Iraq.
That obligation ought to start with an apology from the President of
the United States for the disruption and destruction brought upon the
good people of that country by his decision to overthrow the existing
government of Iraq.
The President ought to announce that the coalition troops will leave
each province/major city within "x" days of that province/major city
achieving stability, as measured by an end to bombings, abductions,
and killings. Every politician or religious leader that advocates
continued violence must be branded as someone who wishes to keep an
American presence in their province or city.
The President ought to announce that all Iraqi citizens who have
risked their lives by working to support our troops and who wish to
emigrate to the United States are welcome to come. I would suggest
that Texas and the states who voted to return Bush for a second term
could use a dose of reality and perhaps the addition of people who
have endured first hand the "Bush War" could teach them something
about pursuing a jingoist foreign policy.
The President should invest in the redevelopment of Iraq by canceling
every no-bid contract that has been awarded, and hire the merchants
and small business people of Iraq instead. The mineral wealth of
Iraq should be placed in a national trust to be sold a market rates
rather than parceled out to foreign ownership who can take the profits.
The sky should turn pink and the sun should rise in the West, too.
Since that has roughly the same possibility as what i suggest.
