Mike,
I think he knew full well he was on a comedy show. His last line
on the clip after talking about the distinction between countries
that send troops to save lives and countries that send troops to kill
others he said, " Oh and please don't label me as the axis of evil".
Everybody cracked up and you could hear the audience roar.
