In Oregon, such requests most likely go through the Local School
Committee, which has immediate oversight of the specific building they
serve.  The decision would involve whether or not to charge a use fee.
As long as the requesting organization is legit, a request is likely to
be supported, unless there are conflicts.  McCain just spoke at his high
school the other day; most likely a similar process was involved.
