Here's one potential explanation at what the person *might* have been referring to in terms of reregistering to "get two votes" . . 
.
I'm currently registered to vote but not registered with any party. If I reregister as either a Democrat or Republican, then I get 
to vote once in Oregon's May primary and then a second time in November in the general election.
Perhaps that's what the person might have meant by reregistering to get 2 votes?
