the babble we currently have is a roadblock to bringing our population

Nope. Taking English classes (perhaps with one of those truly amazing
computer programs now available) using materials sold at a nominal
fee, would be one way "illegal immigrants" might work their way
toward citizenship. Certainly the government should NOT involve
itself in dictating a free English-language program-- any more than
it should self-righteously declare English the "official" language of
the country. But it shouldn't be putting roadblocks in front of
people either, whether by declaring that somebody applying for a
license or checking into a hospital has to do so in English only, or
by declaring that everyone HAS to take an English-language program,
and certainly not by decreeing that program has to be paid for by the
taxpayers. Pay-as-you-go is the only fair way.
I must agree with other comments, however. America is woefully behind
the rest of the world in multiple language instruction. Instead of
huddling behind a pitiful "official" English-only wall, we'd better
start teaching our grade-schoolers a second language of Spanish,
Russian, Chinese or Japanese-- all languages that will become
increasingly important. Arabic, too, can be neglected only at our
peril.
