I thought that photo radar was privately owned and operated, and that  
most of the revenue really goes to the company providing the service  
to the city.

BTW, the speed stop and seat belt stops may just be an excuse to look  
for alcohol on breath, open containers, and stolen metal, so slow  
down and buckle up or they might catch you.  <smile>

I wouldn't mind if the police would enforce the "driving while  
encumbered" rule against cell phone users.  That isn't a new law and  
unlike talking to people in the same car, the person on the other end  
of the cell phone call cannot see the danger outside of the car and  
has no reason to care about it, like a passenger might.  Unless the  
driver is calling the "Physic Hot Line", the person on the other end  
isn't going to say, "Look out for the Red Light!!!"
